For making bids from corporate side when a bank is not on the ELCY system, the auction should be in Sent To Bank State.
Bid can be made from "Make Bid" Button Below in Auction Bank List. Refer to the screenshot below.

If there is no button to Make Bid, this means that the bank will submit their bid themselves.
