In order to be able to send requests for Import LCs out to banks, a certain amount of setting up is required in addition to giving users the correct permissions in the system.
To make a bank available to users in the Create Import LC sections, an administrator needs to do the following:
Go to Settings, Select Bank, Select Issuing Bank.
This brings up a full list of Issuing Banks available to be used. In order to be on this list, a bank either needs to be using the ELCY system, or a SWIFT RMA needs to be in place with the bank.
You can search for a bank using the Search box at the top right, search for all or part of the name of the bank or their SWIFT code.
Once found, for any bank your organisation wants to use for Import LCs, you need to tick the box on the very left side and also the box in the column Import LC Bank. The column “Remove Utilisation” should only be ticked under instruction from the ELCY Helpdesk. If you believe you will want to send eXchange messages to the bank, you can also tick the eXchange Bank column.
If a bank will be sending/receiving SCORE SWIFT for Corporate messages, they may ask you to quote a particular code so that they can route your messages correctly (this goes in field 29S of the SWIFT message) – if so, put this code into the Corporate Identification Code box.
When all the banks on the page have the correct settings, click Save at the bottom and then repeat for other banks as required.
For the case where you need to ensure that a particular instruction is sent to a bank on every new request, you can put this in via the Add Instruction to Bank link – the system will then put this text on every message without the users being able to alter or forget.
The bank should now be in the elcyMBP Import Workbench for use.
Advising Banks
Your organisation may allow a user to type in freetext the details of any advising bank they wish to be used for the issue of their instrument. Alternatively, you may wish to set up a list of the possible advising banks which users need to select from a dropdown. If you want to confirm which option your organisation has, please check with the ELCY Helpdesk.
If your users are typing in freetext each time, there is no set up to do. If you want to create a dropdown list of the banks which a user needs to choose from, you can do this in Settings, Select Bank, Import LC – Advising Banks.
The best way to include a bank on the list is to use Create from Fides Bank – this brings up a list of the banks that the system currently knows about (approx 2,500). Search the list to find the bank branch you want, tick the box on the left and at the bottom Save. The system will confirm that you want to select these banks, OK. The banks are now in your list, click on the green name of each bank in turn to tick the Advising Bank Flag and Update.
If you can’t find the right branch of the bank in the main list, go Back to the Advising Banks list and you can use the Add link at the top.
Add the required information, you must add SWIFT Code, Bank Name, City and Country before clicking on Create.
This record will be reviewed by the ELCY team and updated from the main SWIFT database, so the information will then be updated to the most recent available.
If there is a bank which you know you no longer require in the Advising Banks list, you can click the radio button next to its name and the Delete link at the top. It will no longer be available to users.
If your organisation uses the Limits functionality, you will need to add the bank as a Limit Bank in Settings, Select Bank, Select Limit Bank so that it is available in the Limits module.
Search to find the correct bank, place a tick in the box on the left hand side and at the bottom of the page, Save.
A user with access to create Limits will now need to create whatever limits are required. See the Corporate Import Guide for more details.
